Can you understand what is being said at all, or is it garbled beyond recognition. I suspect that you can't understand the audio at all.
With that in mind:
If you are using Dialogic hardware, you have to convert the audio from WAV to VOX. The Voice Script Manager in TeleFlow Designer can do this for you (assuming you have entered all your scripts into the Voice Script Manager).
Open up the application Settings from the TAP screen. Make sure you select the appropriate Application Hardware (eg. Dialogic). Save your application. Open the Voice Script Manager. Click "Tools" >> "Create & convert telephony telephony voice files".
Once you have converted the Wav files to Vox files, try calling the system again.
