It's probably too late for this response, but in case you still need an answer and for those who may stumble on this thread...
You should set

in your oamsys.cfg file. The "board number" is 0-based, and so the first board should be board #0.
Then, there are two other things to watch out for. Firstly, you must be the administrator of the local machine in order to run the oamsys utility.
Secondly, if you had previously run oamsys in error, there is no way to get rid of an invalid board reference (that I know of). You must remove the Natural Access software and install it again. One sure way to get into this state is to run oamsys immediately after installing Natural Access, before making any changes to the config files. The default configuration is to boot a CG board. Once you start attempt to start a board that is not there, NA will never let you "stop" it.
Lastly, Dialogic has dropped support for the Natural Access PacketMedia HMP, which is a shame because it is a good product. As long as you have licenses for it, though, it will work just fine with TeleFlow.
