You can try using "wnk1" instead of "wnk0". You'll need to change it in the NMS board configuration file(s) as well as in the TeleFlow .TAL file.

If that does not work, I am afraid I am out of ideas. NMS does not support R1. The following is a list of what they do support for Taiwan:

Region Country Product Board Type Protocol
------ ------- ------- ---------- --------
Asia/Pacific Taiwan AG-T1 Digital CAS Int'l Wink Start
Asia/Pacific Taiwan AG-T1 Digital ISDN
Asia/Pacific Taiwan AG 4000/1600-4T Digital ISDN
Asia/Pacific Taiwan AG 4000/3200-4T Digital ISDN
Asia/Pacific Taiwan AG 4000/4000-4T Digital ISDN
Asia/Pacific Taiwan AG 4000/4000-4T Digital ISDN
Asia/Pacific Taiwan CG 6100C Digital ISDN
Asia/Pacific Taiwan AG 4000C/3200-2T Digital ISDN
Asia/Pacific Taiwan AG 4000C/1600-4T Digital ISDN
Asia/Pacific Taiwan AG 4000C/3200-4T Digital ISDN
Asia/Pacific Taiwan AG 4000C/1600-2T Digital ISDN
Asia/Pacific Taiwan CG 6000C Digital ISDN

As you can see, it's all about ISDN with some support for International Wink Start, which is why they suggested you try it.
Vern and/or Jim may be able to help you with this. NMS has a program to expand support and regulatory approvals. I copied both of them on this email.
