It appears that TTS speech is by design completely uninteruptible.

Is there a way to tell before calling TTS that speech has been interupted so that you can just skip that particular step in an application?

The TTS step is only like that in the Simulator. When deployed on your IVR system, it will respect the setting of the interruptible check-box.

The "interruptible" check-box on the TTS step is hard to find. It is at the bottom of the step properties, below the "text to speak" box. If you don't see it, you may have to stretch or shrink the properties window until it shows up. This is a bug, which will be addressed in a future version of the Designer.

To answer your other question, you can check for pending input with the Pending TT step. It allows you to copy any un-processed touch-tones into a variable, without taking them out of the queue.
