Your work-around is correct and should work just fine, but you should also do the following after you've installed TFServer as a service:
1. run the TeleFlow Config program (Start -> Programs -> TeleFlow -> Server Tools -> TeleFlow Config)
2. make sure your "Telephony Hardware" setting is correct
3. make at least one change (something minor like the log file size would do)
4. click 'OK'
This will ensure the additional registry settings required (such as dependencies on hardware services) are posted correctly.
The bug with the installer has been added to our engineering work-queue. Thanks for pointing this out!
